Rene Bowser wrote an article called Medical Civil Rights: The Exclusion of Physicians of Color From Managed Care: Business or Bias? I find this article fascinating because it discusses civil rights issues with a focus on physicians as opposed to patients. The article speaks about how minority patients can be affected negatively, but its main proposition is that managed care organizations (MCOs) are excluding a disproportionate amount of minority physician from physician provider networks throughout the nation. Additionally in some instances the health plans were terminating the contracts of some minority members. This has forced minority physicians to have to relocate or to cease practicing medicine. The major issue with this allegation is that the statistics do not conclusively support the allegation. The debate between minority physician plaintiffs and defendant MCOs is over whether the MCOs’ decisions are based on impermissible discriminatory reasons or purely business decisions.
